The Health Ministry (MINSAL) is the Chilean State Ministry created in 1927 whose objective is to coordinate, maintain and organize people’s health care. It manages 18% of Chile’s annual budget, which represented US $ 13.5 billion in 2020.

 

PROJECT OVERVIEW

The Hospital Statistics System, developed by Tecnova for the Ministry of Health (MINSAL), delivers a centralized information platform that records and tracks hospital bed usage across all public healthcare institutions nationwide.

The project was built upon the management of a centralized repository of hospital discharge data, as well as national-level bed movement and utilization information.

A key system requirement was the development of a dynamic forms engine, allowing administrators to create and modify data collection forms at any time. This capability significantly improved the quality, consistency, and adaptability of the information managed by the system.

As a result of this implementation, the primary benefit achieved was the availability of an agile and reliable repository that provides visibility into bed movement and utilization. This enabled improved service delivery and optimized resource allocation across the public healthcare network.

 

System Features

Through a dedicated interface, system administrators can design and configure each form, defining the required fields along with their corresponding data types.
Complementing the form design functionality, the system allows administrators to dynamically define data validation rules and data classifications for each field. This ensures higher data quality by validating information at the time of entry.

For example:

  • Data classification can be applied to fields such as marital status, occupation, gender, and patient municipality.
  • Validation rules can enforce acceptable ranges for values such as age, weight, and height.

Additionally, the Hospital Statistics System includes capabilities for importing and exporting information to and from the centralized database. The platform also features a reporting module that generates key management and decision-support reports based on the data managed by the system.

TECHNOLOGIES USED

Technical Project Details

The system was built using Microsoft .NET with C# and a Microsoft SQL Server database. The development effort spanned a 10-month period, following a Waterfall development methodology, with processes aligned to CMMI-DEV standards.
