The the Servicio de Impuestos Internos Internal Revenue Service (SII) is a Chilean public agency founded in 1902 and reporting to the Ministry of Finance. It is comparable to the U.S. Internal Revenue Service (IRS). Its primary mission is to assess, administer, and enforce all internal taxes applicable to taxpayers in Chile.

The SII serves a taxpayer base of approximately 11 million, including both individuals and legal entities.

 

PROJECT OVERVIEW

As part of its State Modernization Program, the SII engaged Tecnova to implement a mobile application designed to streamline and enhance on-site real estate inspection and auditing processes.

These activities are carried out by field inspectors responsible for capturing information related to land and existing constructions. The solution introduced a portable digital tool, eliminating the need for paper-based processes and non-digital data collection in the field.

 

Project Objectives

The main objectives of the project included:

  • Delivering a mobile application capable of operating at all times, including in locations without network connectivity (offline mode).
  • Eliminating the need for paper and additional physical tools such as cameras and manual note-taking instruments.
  • Improving inspector productivity by simplifying and accelerating fieldwork tasks.
  • Providing SII inspectors with a digital solution that fully supports data capture and information export needs.
  • Ensuring fast user adoption through an intuitive application that does not require major habit changes, process redesigns, or extensive training.
  • Protecting sensitive information by maintaining data confidentiality and security on the mobile device.

 

Application Coverage

In summary, the solution implemented by Tecnova covered the following key aspects of field inspection activities:

  • Online data loading: Inspectors can load information for one or more fiscal property IDs (known as ROLs) onto the mobile device. A ROL represents the unique identifier of a property or land parcel.
  • ROL self-management: The application allows inspectors to manage ROLs directly, including viewing or deleting associated information such as documents, photos, and maps.
  • Completion of technical inspection guides: The solution manages the technical guides used for auditing each ROL and enables inspectors to digitally complete all required inspection data on-site.
  • Use of mobile utilities: Inspectors can use device features such as the camera to capture images, add annotations, and store them within the corresponding ROL folder.
  • Data export: The application enables the extraction of captured information so it can be consumed by other SII systems for further processing.

TECHNOLOGIES USED

Technical Project Details

For this project, the mobile application was developed using native Android, leveraging Android Studio and the Android SDK. The administration backend and integration service APIs were developed using JAVA/JEE.

Finally, regarding the implementation approach, the project followed a traditional Waterfall methodology.
