About Superintendencia de Electricidad y Combustibles

The Electricity and Fuels Superintendency (SEC) is a Chilean public service, created in 1985, under the Energy Ministry. Its mission is to oversee the proper operation of electricity, gas and fuel services, in terms of their safety, quality and price.

PROJECT OVERVIEW

STAR, an information intake and validation system, was created in response to the need for a technology platform to support regulatory and oversight processes carried out by government agencies. Regulatory bodies perform these activities through the frequent reception and validation of large volumes of information submitted by regulated companies. To execute this task more efficiently and at lower operational cost, it became necessary to design a solution that would automate these processes.

The STAR system addresses the challenges of online data reception, validation, and storage, including:

• File format validation
• Data type validation
• Submission deadline validation
• Data consistency checks

Additionally, the system allows the definition of information submission processes, grouping sets of files to be received based on predefined frequencies and formats.

Process Automation and Configuration

• Configuration of submission periods, such as weekly, monthly, quarterly, or annual.
• Definition of file groups to be included in each regulatory submission process.
• Configuration of data validation rules applied to files received as part of an oversight process.
• Configurable control messaging, both for entities submitting information and for those receiving it.
• Configuration of post-validation data loading processes into transactional systems.

Implementation History

The STAR system was initially developed for the Superintendency of Electricity and Fuels (SEC) of Chile, where it has been in operation since 2002. It was later customized for the Undersecretariat of Telecommunications (SUBTEL) of Chile in 2005. Additionally, the solution was also customized for the General Superintendency of Electricity and Telecommunications of El Salvador.
