Highway Infringer User System Management

About Autopista Central

A Spanish corporation founded in 2003, dedicated to highway management. It is the first highway concessionaire in Spain and the world’s leading operator by number of kilometers managed, with operations across fourteen countries in Europe and Latin America.

In Chile, it operates under the name Autopista Central and is the main operator of urban highways and key access routes to the capital city. The Chilean subsidiary generated revenues of approximately US$300 million in 2019.

PROJECT OVERVIEW

This situation may occur because the payment method is not contracted, or because it has been disabled due to administrative or technical restrictions, such as overdue toll payments, or simply due to traveling on the highway without using a TAG.

The system provides end-to-end management of the entire offenders process. First, it performs the verification of images captured from vehicles detected as offenders while passing through highway toll gantries. Next, offenders are managed through a workflow-driven process, collecting and organizing all necessary information to support each case.

Finally, the system manages the formal filing of complaints with the corresponding local police courts (Municipal Traffic Courts), enabling the issuance of fines, along with the billing process for infractions managed by the highway operator.

Throughout this workflow, the solution integrates with external systems as well as internal platforms such as SAP, through RFC-based interfaces.

Additionally, the project included the implementation of a reporting module to support operational management, monitoring, and process supervision.

The Highway Offenders Management System is fully integrated with the Daily Pass Management System, also implemented by Tecnova during the same period.

TECHNOLOGIES USED

Technical Aspects

The project was executed over a 15-month period, with phased partial releases throughout its delivery. A multidisciplinary team of professionals participated in the implementation, including leadership roles, software development engineers, and QA analysts.

From a technology perspective, the solution was developed using JAVA for core processes and integrations, PHP for user interfaces, and Oracle PL/SQL stored procedures for database operations.
