PAE SUSESO - Automation reduce times by 75% from 4 months to 1 month and increase productivity by 400% in 4 years

About SUSESO

Social Security Superintendency (SUSESO) is a Chilean public service created in 1953, under the Ministry of Labor and Social Security. Its objective is to monitor compliance with social security and social protection regulations. In addition, it must guarantee respect for the rights of people, especially workers, pensioners and their families. It handles over 150,000 annual claims for social security and social credit, serving 100% of the formal workforce in Chile, which represents 8.5 million people.

PROJECT DESCRIPTION

The SUSESO Electronic Administrative Procedure (PAE) project was developed by Tecnova with the purpose of improving the quality of care and response to the community that attends this institution as the last instance of processing their unpaid medical licenses.

Prior to the system implementation, the response times incurred by SUSESO were approximately four months for each procedure. Given the above, and as a goal of the project, it was defined to lower the times to resolve the procedures to thirty days.

 

Main Achievements

By digitizing the processes, the immediate benefit was a significant decrease in the use of paper. In addition, processes were accelerated thanks to the fact that routine tasks such as assigning activities, controlling activity deadlines and sharing information between different participants were transformed into almost instantaneous and online tasks. A radical improvement was also achieved in the control and monitoring of active requests.

An additional benefit achieved in the project for SUSESO users is the functionality to track procedures online. In this way, the community saves time and money in this type of action. The impact of the PAE project is tangible and of great help in economic terms for the users who have had to reach this instance.

Through continuous improvement in process automation, during 2022 it was achieved that claims take only 30 days, instead of the 120 days that it took before having the PAE system. On the other hand, during 2022 SUSESO processed 200,000 claims. Prior to the existence of the system, the volume of annual claims processed was around 50,000.

 

Acknowledgments

The implementation of the system is aligned with the Digital Transformation Law promoting the State of Chile, and is based on the pillars of Don’s Wait for Attention, Zero Paper and Unique Digital Identity. The PAE system is the first project completed in this context, which is a source of great pride for SUSESO and Tecnova.

Additionally, this project was recognized in 2019 by the Chilean Department of the Treasury and the Inter-American Development Bank, in the seminar “The end of the eternal process”. More information in the press release https://bit.ly/2Fc9wyr

Finally, it is highlighted that the PAE system was one of the three projects recognized worldwide at the Oracle Open World event in September 2019, also distinguishing Tecnova as an implementing company. Project Administrative Information

At the end of the project, Mutual de Seguridad, a private institution focused on the prevention of risks and treatment of occupational accidents, hires Tecnova to integrate its systems with the PAE system. Oracle Cloud Migration

During 2021, the migration of the PAE system to the Oracle cloud was carried out. Four main objectives were established for migration. First, minimize the period of service interruption. Second, move a large volume of data (11 Tb stored in Oracle WebCenter Content). Third, do not make changes to the application or its basic components. Fourth, maintain the information geographically in Chile.

“We decided to migrate to the cloud to take advantage of all its advantages such as its flexibility, scalability, availability and security,” were the words of Luis Báez, CIO of SUCESO.

Técnicamente la migración tuvo un enfoque Lift&Shift, teniendo en cuenta que se migró desde un entorno Oracle Solaris Sparc a máquinas virtuales de tipo x86. En la nube de Oracle, se configuraron los ambientes de producción, desarrollo y pruebas. En cada uno de ellos se utilizaron máquinas virtuales nativas de Oracle OCI y un Data Base Systems con Oracle 12c.

Moreover, the different Oracle Fusion Middleware products were migrated under a strategy of generating domain templates in Oracle Solaris and creating new domains in Oracle Linux.

During the project, environment tasks were carried out in the Oracle cloud, data migration and application migration pilots (DryRun). Additionally, a complete set of tests was executed in order to ensure the operation of the SUSESO PAE system in Oracle OCI.

Finally, after completing the migration to the cloud, SUSESO hired Tecnova’s operational continuity services for the administration of Oracle OCI.

 

Technical Detail of the Project

For the development and implementation of the system, the following Oracle products were used:

  • Business Process Management (BMP) 12c to govern business processes.
  • WebCenter Content 12c for document management.
  • JAVA/JEE, Spring MVC Framework, WebLogic 12c and SOA Suite 12c for customizations and integrations.
  • Business Intelligence Publisher for reporting.
  • Oracle 12c, Oracle Linux and Oracle OHS Database.
  • Enterprise Manager 12c for platform monitoring.

For the Orace cloud operational continuity service, the following is used:

  • OCI Observability and Management, to manage resources and assets, and analyze application operations.
  • OCI Billing & Cost Management, to analyze the associated costs.

On the other hand, the implementation period was 2 years, and the Cascada Incremental development methodology was used, with processes based on CMMi DEV. In the case of the migration to Oracle Cloud carried out in 2021, the project was carried out in a period of only 4 months.

Finally, a team of approximately 20 professionals participated in the project, made up of: Project Manager, Analysts, BPM Consultants, Engineers, Architects and QA Analyst.
